Engagement Structure
Research evolved into strategic planning and implementation support.
Expanding small business participation required more than communicating opportunities. It required strengthening the ecosystem surrounding those opportunities.
Client: Federal Transportation Agency
Sector: Federal Government
Focus: Small Business Access & Organizational Capacity
KRJC partnered with a federal transportation agency to research barriers affecting Small Business Enterprise (SBE) participation, identify best practices, develop actionable strategies, and support initiatives designed to expand small business access to transportation contracting and emerging-market opportunities. KRJC deployed a multidisciplinary engagement team, scaling resources as the engagement expanded from research into strategic planning, program development, technical assistance, and implementation support.

Multidisciplinary resources allocated across concurrent workstreams as the engagement evolved.
Significant federal investment in transportation and infrastructure was creating new contracting, technology, workforce, and entrepreneurship opportunities across traditional and emerging markets. Research and stakeholder engagement identified opportunities across several interconnected areas.
Rather than relying on a fixed delivery team, KRJC allocated team members, consultants, and specialized expertise according to the requirements of individual workstreams, giving the client access to the capabilities needed at each stage while KRJC managed multiple workstreams simultaneously.
Examined small business participation across the transportation ecosystem, evaluated existing resources, and identified barriers and opportunities, culminating in a 75+ page report of findings and recommendations.
Deployed additional resources across project management, strategic communications, organizational and program capacity, small business program assessment, emerging markets, and ecosystem development.
One significant initiative focused on preparing entrepreneurs and established small businesses for opportunities in emerging transportation markets. KRJC assembled the expertise required to move the initiative from concept through curriculum development and into an alpha pilot program, including curriculum design, emerging-market research, stakeholder engagement, pilot implementation, participant feedback, and post-pilot recommendations.
